Introduction

The decarbonization of the aviation sector represents one of the greatest challenges of the global energy transition, due to current limitations for the direct electrification of air transport. In this context, Sustainable Aviation Fuels (SAF) are positioned as a key solution to reduce emissions from the sector in the short and medium term, maintaining the safety and operational standards of commercial aviation.

At the international level, SAF development is being driven by regulatory frameworks and multilateral commitments, such as those established by the International Civil Aviation Organization (ICAO) through the CORSIA scheme, as well as by national policies in leading markets like the European Union and the United States. These initiatives are generating a growing global demand for SAF, which significantly exceeds current supply.

Latin America and the Caribbean possess significant comparative advantages for the development of this industry, such as the availability of sustainable biomass, a strong agro-industrial base, renewable resources for green hydrogen production, and existing industrial capacities. However, the region faces relevant challenges associated with project scalability, production costs, access to financing, sustainability certification, and integration into international markets.

This webinar aims to contextualize the development of SAF at the global and regional levels, serving as a basis for the analysis of national experiences and the exchange of best practices to identify concrete opportunities for the deployment of this industry in Latin America and the Caribbean.

2. Study plan presentation

The webinar will be held virtually and will have a total duration of approximately two (2) hours, structured into sequential thematic blocks that combine conceptual presentations, expositions of national experiences, and a space for regional technical dialogue.

In the first part, the global and regional context of Sustainable Aviation Fuels (SAF) development will be addressed, presenting the role of these fuels in the decarbonization of the aviation sector, the main market trends and technologies, as well as the international regulatory framework driving their adoption. This block will establish a common conceptual baseline for all participants.

Subsequently, the webinar will include a block of national experience presentations, which will detail the progress, approaches, and lessons learned from different countries in the region, including:

Chile: Progress in public policies for SAF development, emphasizing the SAF 2050 Roadmap, public-private collaboration mechanisms, and the role of green hydrogen in sustainable aviation fuel production.

Colombia: Development of the “Clean Skies” SAF Roadmap, institutional and regulatory progress, as well as coordination experience between entities in the aeronautical and energy sectors.

Brazil: Experience in the development and industrial scaling of the biofuels industry, alongside the role of the “Fuel of the Future” Law and the National Sustainable Aviation Fuel Program (ProBioQAV) in driving SAF.

Mexico: Progress in constructing the National SAF Development Roadmap and mapping priority raw materials for production.

Finally, the webinar will feature a regional technical dialogue oriented toward discussing the main challenges and opportunities for SAF development in Latin America and the Caribbean, addressing aspects such as sustainable raw material availability, production costs and infrastructure, financing mechanisms, sustainability certification, and short-term production opportunities through co-processing in existing refineries.

The session will be interactive and will include a space for questions and comments from participants, fostering the exchange of experiences and regional learning.

3. General objective of the study plan

To strengthen the capacities of participants through the presentation and analysis of experiences, public policies, and best practices in the development of Sustainable Aviation Fuels (SAF), in order to identify opportunities, challenges, and enabling conditions for the deployment of this industry in Latin America and the Caribbean, contributing to the decarbonization of the aviation sector and the regional energy transition.

4. Learning outcomes of the study plan

Upon completion of the webinar, the participant will be able to:

Understand the role of Sustainable Aviation Fuels (SAF) as a strategic solution for the decarbonization of the aviation sector and its importance within the energy transition.

Identify the main technological pathways, regulatory frameworks, and market trends driving SAF development globally.

Analyze the experiences and best practices of Latin American and Caribbean countries in designing and implementing roadmaps and public policies for SAF development.

Recognize regional challenges and opportunities associated with sustainable raw material availability, production infrastructure, costs, financing, and sustainability certification.

Value the potential of Latin America and the Caribbean to integrate into the global SAF value chain, both as a consumer market and as a supplier of sustainable aviation fuels.

5.
